What is a Change in Vehicle Ownership?
Any change of the registered owner or lienholder (Financial Institution/Lender) of a vehicle or vessel is considered to be a change in ownership that must be updated on the records at the Department of Motor Vehicles (DMV). The change is required for any of the following transactions:

1.Sale or gift of vehicle
2.Adding or deleting the name of a registered owner
3.You inherit a vehicle or vessel
4.Lien Satisfied (You pay off your vehicle or vessel loan in full)

Terms:
Transfer of Ownershiop-Whenever there is a change of registered owner, the DMV usually refers to this type of transaction as a “transfer.”

Seller-The person(s) and/or company shown as the registered owner on the Certificate of Title (and DMV’s records) is always referred to as the seller, even if the vehicle is a gift.

Buyer-The person(s) and/or company who is going to become the new registered owner is referred to as the buyer.

What Fees Will Be Due when I transfer ownership of a vehicle?
The fee’s that are due when a vehicle is transferred is based on the following items:

1.Use Tax – Based on new registered owner’s city and county of residence. (Usually 8% of the purchase price)
2.Registration Renewal-Is the registration due for renewal at the time of purchase?
3.Planned Non-Operation-You may choose to put your vehicle on Planned Non Operation if you are not operating the vehicle.
4.Duplicate Title- A duplicate title fee will be assessed if a title is not present for the transaction.
5.Replacement License Plate – A duplicate plate fee will be assessed if license plates are required at the time of transfer.
